It is Colonial concrete. Made of lime, sand and an aggregate. Oyster shell replaces the aggregate in modern concrete. And shell can be burned to make lime. Fifty thousand bushels, about 1,500 tons, of oyster shells were used in the construction of Fort Frederick.
